Max Payne 3 é um jogo de tiro em terceira pessoa no qual o jogador assume o papel do personagem-título, Max Payne. Uma novidade na série, introduzida em Max Payne 3, é o sistema de cobertura, que permite aos jogadores obter uma vantagem tática e evitar sofrer danos dos inimigos. Para avançar na história linear, os jogadores enfrentam inimigos ao longo dos níveis. O jogo apresenta cenas cinematográficas interativas que se integram perfeitamente à jogabilidade; não há telas de carregamento entre a jogabilidade e as cenas cinematográficas.
