この名高い戦術シミュレーションシリーズの最新作は、今回も古代中国の漢王朝末期を舞台としており、国境のない領土争奪戦が繰り広げられます。 ゲームのマップでは、1985年にPCで発売された初代『三国志XIV』へのオマージュとして、簡略化された色分けシステムを用いて、占領した領土や領土拡大のスリルが表現されています。戦争から外交に至るまで、あらゆる要素が領土の管理と獲得に向けられており、プレイヤーは広大な中国マップ上で、自らの戦略を自由自在に展開することになります。
