『真・三國無双』シリーズならではの「1対1,000」のアクションに、部隊指揮などの戦略的要素を加えた『真・三國無双9 エンパイア』では、プレイヤーは剣と戦略を駆使して古代中国を征服する旅へと繰り出します。迫力満点の攻城戦では、指揮官が部隊を配置して、城などのマップ上の要衝を攻略することができます。 一挙一動が勝負を左右する緊迫した戦いを繰り広げながら、プレイヤーは火攻めやその他の戦術、攻城兵器、時には単純な武力行使によって、戦場の中枢となる拠点を掌握することができます。指揮官は小競り合いの最中、部隊に重要な命令を下して戦略を実行し、敵軍を攻撃していきます。
